You're having trouble because that's a fit for fighting infantry, with lai dai grenades instead of cores. DEcent against shield tanks, but weak against current meta armor tanks.
To put it this way, PLC does - 10% damage vs armor. Instead of damage mods to compensate, you prefer jumping around, becuase it works against infantry.
A soma with a militia single hardener on is negating 40% damage, add the PLC damage profile, its - 50% damage.
Say you see a soma, Hes's still a noob so all he has is a Militia Hardener, repper, plate 4815 ehp
- Allotek does roghly 1600 damage. 3 second reload time. So you leap behind cover, get one shot off, reload. Shields down. Hardener kicks on, 2 second activation time, but you have a three second reload .
- Second shot: because he has hardner on- 50%, you do 800 damage
- Militia heavy repper kicks in, 80 hp per second, 240 reps. By the time your third shot kicks in he has taken a grand total of 560 damage.
Basically your PLC is ineffectual setup like this, and you have to rely on your lai dais, if he's dumb enough to stay within grenade range once people start flying through the air launching PLC rounds. You're just bugging a militia tank. Now imagine the same with an advanced or proto tank, repping 200 hp per second. By the time you line up your third shot he has taken a whopping 200 damage from you.
So you fit your the gallente assault like a 700 ehp scout. A pain vs infantry. An Ion cannon will cut through it like butter.
My advice:
Assault GK.0
Complex Mylolflys x3 to Light Damage mods x3 (need to offset PLC damage profile)
Complex Armor Rep to Complex armor rep 2 (survive any grazing hits)
Complex KinCat to Nothing, You will never outrun a tank
Complex Cardiac Reg Same, for relocating to a better ambush position, stamina is better than speed
Complex Ferroscale x2 Enhanced plates x 2 (becuase jumping isnt an option anymore, you need more HP vs Infantry)

Core Flaylol (Proto smg of choice for AI)
Lai Dai Packed AV Nades
Allotek Nanohives
tl; dr use a Galmando otherwise dont use a plc vs armor tanks.
